Delhi Police Registers First FIR Under New Bharatiya Nyaya Sanhita on Commissionerate Day

On Monday, the Delhi Police registered its first FIR under the new Bharatiya Nyaya Sanhita (BNS) provisions against a street vendor in the Kamala Market area. This event marks the implementation of three new criminal laws in India, which are set to significantly reform the criminal justice system. The BNS, Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA) have replaced the colonial-era Indian Penal Code, Code of Criminal Procedure, and Indian Evidence Act, respectively.

Commissioner Sanjay Arora confirmed that the Delhi Police had begun registering FIRs under these new laws. The FIR was filed under Section 285 of the BNS, which penalizes anyone who causes danger, obstruction, or injury to others in a public way or navigation line through action or negligence, with a fine up to Rs 5,000.

The incident involved a street vendor obstructing a public way to sell goods on a footbridge near New Delhi station at 12:15 am. Despite instructions to move, the vendor did not comply, leading to a patrol officer registering the case at 1:30 am. The officer utilized the e-Pramaan app to record the seizures, which directly feeds information into police records for further investigation.

The Delhi Police have trained 30,000 personnel, ranging from assistant sub-inspectors to deputy commissioners, on the new criminal laws. Commissioner Arora, speaking during the Delhi Police’s Commissionerate Day celebrations at Kingsway Camp, expressed pride that the new laws came into effect on this significant day. He noted the coincidence and fortune of having the new laws implemented on the same day as their Commissionerate Day.
